To assign a time-driven trigger:

In the Rule Definition tab, under Rule Triggering, select the Time Driven
option.
The Rule Definition tab refreshes, showing a set of Recurrence Interval boxes
on the right.

Specify the recurrence interval for the trigger in the hh:mm:ss format.

To make time driven rules evaluate on each time interval, regardless of the
existence of data, select the Trigger Without Data check box.

option is selected.
